NRC APPLICATION AND MIYA MUSLIMS

The National Register of Citizens (NRC) is a register of all Indian citizens whose creation is required by the Constitution of India. The NRC update process is currently only applicable for the state of Assam. The application process may vary for other states or future updates. Issuance of Aadhar Card in Assam is going to be very hard for those human beings who are considered Miya Muslims. This term though has a positive meaning in Persian and Urdu languages as a gentleman; this expression is used negatively for those persons who are considered to be the suspected foreigners.

Miya Muslims in Assam are an unlucky community who are facing very tough time in Assam and a large number of them have already been declared to be foreigners. Some of them have been sent to the detention centers that have been named ‘Transit Camp’. The biggest transit camp has been built and is operational in Matia of Assam.

Assam Chief Minister Himanta Biswa Sarma announced the government’s decision to not issue Aadhar cards to people who had not applied to be a part of the National Register of Citizens (NRC) in 2014.

The logic behind not issuing Aadhar cards to those persons who had not submitted the application for inclusion in NRC that Aadhar cards have been issued to persons who may not be the citizens of India but a foreigner, citing examples of Dhubri, Barpeta and Morigaon, where Aadhar cards issued exceed the number of the projected population.

Now NRC application in 2015 has been made mandatory for issuance of Aadhar cards adopting standard operating protocol (SOP).

Issuing Aadhar cards is the responsibility of the Central Government. However, it has given some kind of discretionary powers to the Assam government, so those Miya Muslims who do not have NCR Application cannot be given Aadhar cards.

It is to be noted here that the tea garden community has been excluded from this condition on the ground that the state government has not yet be able to issue Aadhar cards for a sizeable number of the members belonging to this community. (Hamid Siddiqui)
